国务院办公厅 2022年5月4日 (此件公开发布) 新污染(ran)物治理行动(dong)方案 有(you)毒(du)有(you)害化(hua)学物质的(de)生产和使(shi)用是新污(wu)(wu)染(ran)物的(de)主要来源。目前,国内外(wai)广泛(fan)关注(zhu)的(de)新污(wu)(wu)染(ran)物主要包(bao)括国际公约管控(kong)的(de)持久性有(you)机(ji)污(wu)(wu)染(ran)物、内分泌干扰物、抗生素等。为深入贯(guan)彻落实党中央(yang)、国务(wu)院决(jue)策部署(shu),加强新污(wu)(wu)染(ran)物治理,切实保障生态环(huan)境安全和人(ren)民健康,制定本行动方(fang)案。 一、总体要求 (一)指导思(si)想(xiang)。以(yi)(yi)习近平新(xin)(xin)(xin)时代(dai)中(zhong)国(guo)特色社会(hui)主义思(si)想(xiang)为(wei)(wei)指导,全(quan)面贯(guan)彻党的十九大(da)和十九届(jie)历次全(quan)会(hui)精神,深(shen)入贯(guan)彻习近平生态文(wen)明思(si)想(xiang),立足新(xin)(xin)(xin)发(fa)(fa)展(zhan)阶段,完整(zheng)、准(zhun)(zhun)确、全(quan)面贯(guan)彻新(xin)(xin)(xin)发(fa)(fa)展(zhan)理(li)(li)(li)念,构建(jian)新(xin)(xin)(xin)发(fa)(fa)展(zhan)格局,推动高质量发(fa)(fa)展(zhan),以(yi)(yi)有效(xiao)防(fang)范新(xin)(xin)(xin)污(wu)(wu)(wu)染(ran)物(wu)环境(jing)(jing)与健康风(feng)险(xian)为(wei)(wei)核(he)心,以(yi)(yi)精准(zhun)(zhun)治(zhi)污(wu)(wu)(wu)、科(ke)学(xue)治(zhi)污(wu)(wu)(wu)、依法(fa)治(zhi)污(wu)(wu)(wu)为(wei)(wei)工(gong)作(zuo)方针,遵(zun)循(xun)全(quan)生命周(zhou)期环境(jing)(jing)风(feng)险(xian)管(guan)理(li)(li)(li)理(li)(li)(li)念,统筹推进(jin)新(xin)(xin)(xin)污(wu)(wu)(wu)染(ran)物(wu)环境(jing)(jing)风(feng)险(xian)管(guan)理(li)(li)(li),实施调查评估、分类治(zhi)理(li)(li)(li)、全(quan)过程环境(jing)(jing)风(feng)险(xian)管(guan)控,加强制度(du)和科(ke)技支撑(cheng)保(bao)障,健全(quan)新(xin)(xin)(xin)污(wu)(wu)(wu)染(ran)物(wu)治(zhi)理(li)(li)(li)体系,促(cu)进(jin)以(yi)(yi)更高标准(zhun)(zhun)打(da)好蓝(lan)天、碧水、净土保(bao)卫战,提升(sheng)美丽(li)中(zhong)国(guo)、健康中(zhong)国(guo)建(jian)设水平。 (二)工作原则。 ——科(ke)学评估,精准施(shi)策。开展化(hua)学物质调查监测,科(ke)学评估环境(jing)(jing)风险(xian)(xian),精准识别(bie)环境(jing)(jing)风险(xian)(xian)较大(da)的新污染物,针对其产生(sheng)环境(jing)(jing)风险(xian)(xian)的主要环节,采取源头禁限(xian)、过程减排、末端治理的全过程环境(jing)(jing)风险(xian)(xian)管(guan)控措施(shi)。 ——标本兼治(zhi)(zhi),系统推进。“十四(si)五”期间,对一批重(zhong)点管控新污染物开展(zhan)专项治(zhi)(zhi)理(li)。同(tong)时,系统构(gou)建新污染物治(zhi)(zhi)理(li)长效(xiao)机制,形成(cheng)贯穿全过程、涵盖各类别(bie)、采(cai)取(qu)多举措(cuo)的治(zhi)(zhi)理(li)体系,统筹推动大气、水(shui)、土壤多环境介质协同(tong)治(zhi)(zhi)理(li)。 ——健全(quan)体(ti)系,提(ti)升能(neng)力(li)。建(jian)(jian)立健全(quan)管理(li)制度(du)和技(ji)术体(ti)系,强(qiang)化法治保障。建(jian)(jian)立跨部门协(xie)调机制,落实属地责任。强(qiang)化科技(ji)支撑(cheng)与基础能(neng)力(li)建(jian)(jian)设,加强(qiang)宣(xuan)传(chuan)引导(dao),促(cu)进社会共治。 (三)主要(yao)目标。到2025年,完成高关注、高产(用)量的(de)化学物(wu)(wu)质环境风(feng)险筛查(cha),完成一批化学物(wu)(wu)质环境风(feng)险评估(gu);动态发布重点管(guan)(guan)控新(xin)污染(ran)物(wu)(wu)清单;对重点管(guan)(guan)控新(xin)污染(ran)物(wu)(wu)实施禁止、限制、限排等环境风(feng)险管(guan)(guan)控措(cuo)施。有毒有害化学物(wu)(wu)质环境风(feng)险管(guan)(guan)理(li)法(fa)规制度体系和管(guan)(guan)理(li)机制逐步建(jian)立健全,新(xin)污染(ran)物(wu)(wu)治理(li)能力明显增(zeng)强。 二、行动举措 (一(yi))完善法规制(zhi)度(du),建立健全新污(wu)染物(wu)治理体系(xi)。 1.加强法律法规制(zhi)度建设。研(yan)究制(zhi)定有(you)毒有(you)害(hai)化(hua)学物(wu)(wu)质(zhi)环(huan)(huan)境(jing)(jing)风(feng)险管(guan)理(li)条例。建立健(jian)全化(hua)学物(wu)(wu)质(zhi)环(huan)(huan)境(jing)(jing)信息调查、环(huan)(huan)境(jing)(jing)调查监(jian)测、环(huan)(huan)境(jing)(jing)风(feng)险评(ping)估、环(huan)(huan)境(jing)(jing)风(feng)险管(guan)控和(he)新化(hua)学物(wu)(wu)质(zhi)环(huan)(huan)境(jing)(jing)管(guan)理(li)登(deng)记、有(you)毒化(hua)学品进出口环(huan)(huan)境(jing)(jing)管(guan)理(li)等(deng)制(zhi)度。加强农(nong)药、兽药、药品、化(hua)妆品管(guan)理(li)等(deng)相关制(zhi)度与有(you)毒有(you)害(hai)化(hua)学物(wu)(wu)质(zhi)环(huan)(huan)境(jing)(jing)风(feng)险管(guan)理(li)相关制(zhi)度的衔接。(生态环(huan)(huan)境(jing)(jing)部、农(nong)业农(nong)村(cun)部、市场监(jian)管(guan)总局、国家(jia)药监(jian)局等(deng)按职责分(fen)工负责) 2.建立完善(shan)技(ji)术标准(zhun)体(ti)系。建立化学(xue)物质环(huan)(huan)境(jing)风险评估(gu)与管控技(ji)术标准(zhun)体(ti)系,制定修订化学(xue)物质环(huan)(huan)境(jing)风险评估(gu)、经济社会影响分析、危(wei)害特(te)性测试方法等(deng)标准(zhun)。完善(shan)新污染物环(huan)(huan)境(jing)监(jian)测技(ji)术体(ti)系。(生态环(huan)(huan)境(jing)部牵头,工业和(he)信息(xi)化部、国(guo)家卫(wei)生健(jian)康委、市场监(jian)管总局等(deng)按职责(ze)分工负(fu)责(ze)) 3.建(jian)立(li)健全新(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)治(zhi)理(li)(li)管(guan)理(li)(li)机(ji)(ji)制(zhi)。建(jian)立(li)生(sheng)态(tai)环(huan)境(jing)部(bu)门牵头,发展改革、科技、工业和信息(xi)化、财政、住房城乡建(jian)设、农(nong)业农(nong)村、商务(wu)、卫(wei)生(sheng)健康、海(hai)关、市(shi)场监(jian)管(guan)、药监(jian)等部(bu)门参加(jia)的(de)(de)(de)新(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)治(zhi)理(li)(li)跨部(bu)门协调机(ji)(ji)制(zhi),统筹(chou)推进新(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)治(zhi)理(li)(li)工作。加(jia)强(qiang)部(bu)门联合调查、联合执法(fa)、信息(xi)共(gong)享,加(jia)强(qiang)法(fa)律、法(fa)规、制(zhi)度、标准的(de)(de)(de)协调衔(xian)接。按(an)(an)照(zhao)国家(jia)(jia)统筹(chou)、省负总(zong)责、市(shi)县落(luo)实(shi)的(de)(de)(de)原则,完善新(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)治(zhi)理(li)(li)的(de)(de)(de)管(guan)理(li)(li)机(ji)(ji)制(zhi),全面落(luo)实(shi)新(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)治(zhi)理(li)(li)属地责任。成(cheng)立(li)新(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)治(zhi)理(li)(li)专家(jia)(jia)委员会(hui),强(qiang)化新(xin)污(wu)(wu)(wu)染(ran)(ran)物(wu)治(zhi)理(li)(li)技术支(zhi)撑。(生(sheng)态(tai)环(huan)境(jing)部(bu)牵头,国家(jia)(jia)发展改革委、科技部(bu)、工业和信息(xi)化部(bu)、财政部(bu)、住房城乡建(jian)设部(bu)、农(nong)业农(nong)村部(bu)、商务(wu)部(bu)、国家(jia)(jia)卫(wei)生(sheng)健康委、海(hai)关总(zong)署、市(shi)场监(jian)管(guan)总(zong)局、国家(jia)(jia)药监(jian)局等按(an)(an)职责分工负责,地方各级人(ren)民(min)政府(fu)负责落(luo)实(shi)。以下均(jun)需地方各级人(ren)民(min)政府(fu)落(luo)实(shi),不再列(lie)出) (二(er))开展调查(cha)监测,评估新污染物环(huan)境(jing)风险状况。 4.建立(li)化(hua)(hua)(hua)学(xue)物(wu)(wu)质(zhi)(zhi)环(huan)境(jing)信息(xi)调(diao)(diao)查(cha)制度。开展化(hua)(hua)(hua)学(xue)物(wu)(wu)质(zhi)(zhi)基本信息(xi)调(diao)(diao)查(cha),包括(kuo)重点行业中重点化(hua)(hua)(hua)学(xue)物(wu)(wu)质(zhi)(zhi)生产(chan)(chan)使用的品(pin)种、数量(liang)、用途等信息(xi)。针对列入环(huan)境(jing)风险(xian)优(you)先评(ping)估计划的化(hua)(hua)(hua)学(xue)物(wu)(wu)质(zhi)(zhi),进一步开展有关生产(chan)(chan)、加工(gong)使用、环(huan)境(jing)排(pai)放数量(liang)及(ji)途径、危害特性等详细信息(xi)调(diao)(diao)查(cha)。2023年(nian)年(nian)底前,完成首轮(lun)化(hua)(hua)(hua)学(xue)物(wu)(wu)质(zhi)(zhi)基本信息(xi)调(diao)(diao)查(cha)和首批环(huan)境(jing)风险(xian)优(you)先评(ping)估化(hua)(hua)(hua)学(xue)物(wu)(wu)质(zhi)(zhi)详细信息(xi)调(diao)(diao)查(cha)。(生态(tai)环(huan)境(jing)部负责) 5.建立新(xin)(xin)污(wu)染(ran)(ran)物(wu)环(huan)境(jing)(jing)调查监(jian)测(ce)制度。制定实施新(xin)(xin)污(wu)染(ran)(ran)物(wu)专项环(huan)境(jing)(jing)调查监(jian)测(ce)工作方(fang)案(an)。依托现有生态环(huan)境(jing)(jing)监(jian)测(ce)网络,在重点地(di)区、重点行业、典型工业园区开(kai)展新(xin)(xin)污(wu)染(ran)(ran)物(wu)环(huan)境(jing)(jing)调查监(jian)测(ce)试点。探索建立地(di)下水新(xin)(xin)污(wu)染(ran)(ran)物(wu)环(huan)境(jing)(jing)调查、监(jian)测(ce)及健康风(feng)险(xian)评(ping)估技(ji)术方(fang)法(fa)。2025年年底前,初步建立新(xin)(xin)污(wu)染(ran)(ran)物(wu)环(huan)境(jing)(jing)调查监(jian)测(ce)体系。(生态环(huan)境(jing)(jing)部负责) 6.建(jian)立化(hua)学(xue)物(wu)质(zhi)环(huan)(huan)境(jing)(jing)(jing)风(feng)险(xian)评(ping)估(gu)制度。研究制定(ding)化(hua)学(xue)物(wu)质(zhi)环(huan)(huan)境(jing)(jing)(jing)风(feng)险(xian)筛查(cha)和评(ping)估(gu)方案,完善评(ping)估(gu)数据库,以高关注、高产(chan)(用(yong))量、高环(huan)(huan)境(jing)(jing)(jing)检出率、分(fen)散(san)式用(yong)途(tu)的化(hua)学(xue)物(wu)质(zhi)为重点,开展环(huan)(huan)境(jing)(jing)(jing)与健(jian)康(kang)危(wei)害测(ce)试(shi)和风(feng)险(xian)筛查(cha)。动态(tai)制定(ding)化(hua)学(xue)物(wu)质(zhi)环(huan)(huan)境(jing)(jing)(jing)风(feng)险(xian)优先(xian)评(ping)估(gu)计(ji)划和优先(xian)控制化(hua)学(xue)品名录(lu)。2022年年底前(qian),印发(fa)第一批化(hua)学(xue)物(wu)质(zhi)环(huan)(huan)境(jing)(jing)(jing)风(feng)险(xian)优先(xian)评(ping)估(gu)计(ji)划。(生态(tai)环(huan)(huan)境(jing)(jing)(jing)部、国家卫生健(jian)康(kang)委等按职责分(fen)工(gong)负(fu)责) 7.动(dong)态(tai)发布(bu)(bu)重(zhong)(zhong)点(dian)管(guan)(guan)控(kong)新(xin)污(wu)(wu)染(ran)物清单(dan)。针(zhen)对列入优(you)先控(kong)制(zhi)化学品(pin)名(ming)录(lu)的(de)化学物质(zhi)以(yi)及抗生素(su)、微(wei)塑料等(deng)其他(ta)重(zhong)(zhong)点(dian)新(xin)污(wu)(wu)染(ran)物,制(zhi)定“一品(pin)一策”管(guan)(guan)控(kong)措施(shi),开展管(guan)(guan)控(kong)措施(shi)的(de)技(ji)术(shu)可行(xing)性和(he)经济社会影响评估,识别优(you)先控(kong)制(zhi)化学品(pin)的(de)主要环(huan)(huan)(huan)境(jing)(jing)排(pai)(pai)放源(yuan),适时制(zhi)定修订相(xiang)关(guan)行(xing)业(ye)排(pai)(pai)放标(biao)准,动(dong)态(tai)更新(xin)有(you)毒(du)有(you)害大(da)气污(wu)(wu)染(ran)物名(ming)录(lu)、有(you)毒(du)有(you)害水(shui)污(wu)(wu)染(ran)物名(ming)录(lu)、重(zhong)(zhong)点(dian)控(kong)制(zhi)的(de)土壤(rang)有(you)毒(du)有(you)害物质(zhi)名(ming)录(lu)。动(dong)态(tai)发布(bu)(bu)重(zhong)(zhong)点(dian)管(guan)(guan)控(kong)新(xin)污(wu)(wu)染(ran)物清单(dan)及其禁止、限制(zhi)、限排(pai)(pai)等(deng)环(huan)(huan)(huan)境(jing)(jing)风险管(guan)(guan)控(kong)措施(shi)。2022年发布(bu)(bu)首批重(zhong)(zhong)点(dian)管(guan)(guan)控(kong)新(xin)污(wu)(wu)染(ran)物清单(dan)。鼓励有(you)条件的(de)地(di)(di)区(qu)在落实国家(jia)(jia)任(ren)务(wu)要求的(de)基础(chu)上,参照国家(jia)(jia)标(biao)准和(he)指南,先行(xing)开展化学物质(zhi)环(huan)(huan)(huan)境(jing)(jing)信息(xi)调查(cha)、环(huan)(huan)(huan)境(jing)(jing)调查(cha)监测和(he)环(huan)(huan)(huan)境(jing)(jing)风险评估,因地(di)(di)制(zhi)宜制(zhi)定本地(di)(di)区(qu)重(zhong)(zhong)点(dian)管(guan)(guan)控(kong)新(xin)污(wu)(wu)染(ran)物补(bu)充清单(dan)和(he)管(guan)(guan)控(kong)方(fang)案,建立健全(quan)有(you)关(guan)地(di)(di)方(fang)政策标(biao)准等(deng)。(生态(tai)环(huan)(huan)(huan)境(jing)(jing)部(bu)牵头,工业(ye)和(he)信息(xi)化部(bu)、农业(ye)农村部(bu)、商务(wu)部(bu)、国家(jia)(jia)卫生健康委、海关(guan)总署、市场(chang)监管(guan)(guan)总局、国家(jia)(jia)药监局等(deng)按职(zhi)责分工负责) (三)严格源头管控,防范(fan)新(xin)污(wu)染物产生。 8.全面落实新(xin)化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)环(huan)境(jing)管(guan)(guan)(guan)理(li)登(deng)(deng)记制(zhi)度。严格执行《新(xin)化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)环(huan)境(jing)管(guan)(guan)(guan)理(li)登(deng)(deng)记办法(fa)》,落实企(qi)业(ye)新(xin)化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)环(huan)境(jing)风险防控主体责任。加强新(xin)化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)环(huan)境(jing)管(guan)(guan)(guan)理(li)登(deng)(deng)记监(jian)(jian)督,建立健全新(xin)化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)登(deng)(deng)记测(ce)试数据质(zhi)(zhi)(zhi)量(liang)监(jian)(jian)管(guan)(guan)(guan)机(ji)制(zhi),对(dui)新(xin)化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)登(deng)(deng)记测(ce)试数据质(zhi)(zhi)(zhi)量(liang)进行现(xian)场核查(cha)并(bing)公开核查(cha)结果。建立国(guo)家和(he)地方联动的监(jian)(jian)督执法(fa)机(ji)制(zhi),按照“双随机(ji)、一公开”原则,将新(xin)化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)环(huan)境(jing)管(guan)(guan)(guan)理(li)事项纳入环(huan)境(jing)执法(fa)年度工(gong)作计(ji)划(hua),加大(da)对(dui)违法(fa)企(qi)业(ye)的处罚力度。做好新(xin)化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)和(he)现(xian)有化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)环(huan)境(jing)管(guan)(guan)(guan)理(li)衔接,完善《中国(guo)现(xian)有化(hua)(hua)(hua)学(xue)(xue)物(wu)(wu)质(zhi)(zhi)(zhi)名录(lu)》。(生(sheng)态环(huan)境(jing)部(bu)负责) 9.严(yan)格(ge)实施(shi)淘(tao)(tao)汰(tai)或(huo)限(xian)(xian)(xian)用(yong)措(cuo)施(shi)。按照重(zhong)点管(guan)(guan)(guan)控新(xin)污(wu)染(ran)(ran)物清单(dan)要求,禁(jin)止(zhi)(zhi)、限(xian)(xian)(xian)制(zhi)重(zhong)点管(guan)(guan)(guan)控新(xin)污(wu)染(ran)(ran)物的(de)生产(chan)、加工使用(yong)和进出(chu)(chu)口(kou)。研究(jiu)修订《产(chan)业(ye)(ye)结构(gou)(gou)调整指导目(mu)录》,对(dui)纳(na)(na)入《产(chan)业(ye)(ye)结构(gou)(gou)调整指导目(mu)录》淘(tao)(tao)汰(tai)类(lei)的(de)工业(ye)(ye)化(hua)(hua)(hua)(hua)(hua)学(xue)(xue)品、农(nong)药、兽药、药品、化(hua)(hua)(hua)(hua)(hua)妆品等,未按期淘(tao)(tao)汰(tai)的(de),依法停止(zhi)(zhi)其(qi)产(chan)品登记或(huo)生产(chan)许(xu)可证核发。强化(hua)(hua)(hua)(hua)(hua)环境(jing)影(ying)响(xiang)评(ping)价管(guan)(guan)(guan)理(li),严(yan)格(ge)涉新(xin)污(wu)染(ran)(ran)物建(jian)设项目(mu)准(zhun)入管(guan)(guan)(guan)理(li)。将禁(jin)止(zhi)(zhi)进出(chu)(chu)口(kou)的(de)化(hua)(hua)(hua)(hua)(hua)学(xue)(xue)品纳(na)(na)入禁(jin)止(zhi)(zhi)进(出(chu)(chu))口(kou)货物目(mu)录,加强进出(chu)(chu)口(kou)管(guan)(guan)(guan)控;将严(yan)格(ge)限(xian)(xian)(xian)制(zhi)用(yong)途的(de)化(hua)(hua)(hua)(hua)(hua)学(xue)(xue)品纳(na)(na)入《中国(guo)严(yan)格(ge)限(xian)(xian)(xian)制(zhi)的(de)有(you)毒化(hua)(hua)(hua)(hua)(hua)学(xue)(xue)品名录》,强化(hua)(hua)(hua)(hua)(hua)进出(chu)(chu)口(kou)环境(jing)管(guan)(guan)(guan)理(li)。依法严(yan)厉打击已淘(tao)(tao)汰(tai)持久性有(you)机污(wu)染(ran)(ran)物的(de)非法生产(chan)和加工使用(yong)。(国(guo)家(jia)发展改革委、工业(ye)(ye)和信息化(hua)(hua)(hua)(hua)(hua)部(bu)、生态(tai)环境(jing)部(bu)、农(nong)业(ye)(ye)农(nong)村部(bu)、商务部(bu)、海(hai)关总(zong)署(shu)、市场(chang)监(jian)(jian)管(guan)(guan)(guan)总(zong)局、国(guo)家(jia)药监(jian)(jian)局等按职责(ze)分(fen)工负责(ze)) 10.加强(qiang)产品(pin)(pin)(pin)中重(zhong)点(dian)管控(kong)新(xin)污(wu)染(ran)(ran)物(wu)(wu)(wu)含(han)量控(kong)制(zhi)(zhi)。对采取含(han)量控(kong)制(zhi)(zhi)的(de)重(zhong)点(dian)管控(kong)新(xin)污(wu)染(ran)(ran)物(wu)(wu)(wu),将含(han)量控(kong)制(zhi)(zhi)要(yao)求(qiu)纳入(ru)玩具、学生用品(pin)(pin)(pin)等(deng)相关(guan)产品(pin)(pin)(pin)的(de)强(qiang)制(zhi)(zhi)性国家标(biao)准并严格(ge)监督落实,减(jian)少产品(pin)(pin)(pin)消费过程(cheng)中造成的(de)新(xin)污(wu)染(ran)(ran)物(wu)(wu)(wu)环(huan)境(jing)(jing)排放。将重(zhong)点(dian)管控(kong)新(xin)污(wu)染(ran)(ran)物(wu)(wu)(wu)限值和禁用要(yao)求(qiu)纳入(ru)环(huan)境(jing)(jing)标(biao)志产品(pin)(pin)(pin)和绿(lv)色产品(pin)(pin)(pin)标(biao)准、认证、标(biao)识体(ti)系。在重(zhong)要(yao)消费品(pin)(pin)(pin)环(huan)境(jing)(jing)标(biao)志认证中,对重(zhong)点(dian)管控(kong)新(xin)污(wu)染(ran)(ran)物(wu)(wu)(wu)进行(xing)标(biao)识或提示。(工(gong)业(ye)(ye)和信(xin)息化部、生态环(huan)境(jing)(jing)部、农业(ye)(ye)农村(cun)部、市(shi)场(chang)监管总(zong)局等(deng)按职(zhi)责分工(gong)负责) 11.加(jia)强(qiang)清(qing)(qing)洁(jie)生产和(he)绿色制(zhi)造。对使用(yong)有毒(du)有害化学(xue)物(wu)(wu)质进行生产或(huo)者在(zai)生产过程中排(pai)(pai)放有毒(du)有害化学(xue)物(wu)(wu)质的(de)企业依法实施强(qiang)制(zhi)性清(qing)(qing)洁(jie)生产审核,全面推(tui)进清(qing)(qing)洁(jie)生产改造;企业应采取(qu)便于公众知晓的(de)方(fang)式公布使用(yong)有毒(du)有害原料的(de)情况以及排(pai)(pai)放有毒(du)有害化学(xue)物(wu)(wu)质的(de)名称、浓度和(he)数量等相关信(xin)息。推(tui)动(dong)将有毒(du)有害化学(xue)物(wu)(wu)质的(de)替(ti)代和(he)排(pai)(pai)放控(kong)制(zhi)要求(qiu)纳入绿色产品、绿色园区、绿色工(gong)厂和(he)绿色供(gong)应链(lian)等绿色制(zhi)造标(biao)准体系。(国(guo)家(jia)发(fa)展(zhan)改革委、工(gong)业和(he)信(xin)息化部(bu)、生态环(huan)境部(bu)、住房城乡建设部(bu)、市场监(jian)管总局等按(an)职(zhi)责(ze)分工(gong)负责(ze)) 12.规(gui)范(fan)抗(kang)(kang)(kang)生素(su)类药(yao)品(pin)使用(yong)管理。研究抗(kang)(kang)(kang)菌(jun)(jun)药(yao)物(wu)环境(jing)危(wei)害(hai)性(xing)评估制度(du),在兽用(yong)抗(kang)(kang)(kang)菌(jun)(jun)药(yao)注册(ce)登记环节对新品(pin)种开展抗(kang)(kang)(kang)菌(jun)(jun)药(yao)物(wu)环境(jing)危(wei)害(hai)性(xing)评估。加(jia)强(qiang)抗(kang)(kang)(kang)菌(jun)(jun)药(yao)物(wu)临床应用(yong)管理,严格(ge)落实零(ling)售药(yao)店凭(ping)处(chu)(chu)方销售处(chu)(chu)方药(yao)类抗(kang)(kang)(kang)菌(jun)(jun)药(yao)物(wu)。加(jia)强(qiang)兽用(yong)抗(kang)(kang)(kang)菌(jun)(jun)药(yao)监(jian)督管理,实施兽用(yong)抗(kang)(kang)(kang)菌(jun)(jun)药(yao)使用(yong)减(jian)量化行动,推行凭(ping)兽医处(chu)(chu)方销售使用(yong)兽用(yong)抗(kang)(kang)(kang)菌(jun)(jun)药(yao)。(生态环境(jing)部、农业农村部、国家(jia)卫生健康委(wei)、国家(jia)药(yao)监(jian)局等按职责(ze)分工负责(ze))
